How exactly do things like this warrant a 60 minute chat ban + the GM gloating about it in world chat afterwards? How can you accept money for donations and then have ban-happy GMs overreaching like this? It's extremely unprofessional and quite frankly puts a really bad vibe out there ...

This has to be fixed. 1 minute is way too much. 30 seconds would be fine. Turtle's world chat was imperative for the community and brought Ambershire at least a lot of joy.
