I disagree, for both lore and mechanic reasons
Lorewise, the Shield is preventing any and all harm. Your character doesn't even make pain noises, they not contacted at all. The shield even makes a soft deflection sound. I think it actually fits the lore just fine, since magic classes (even the melee ones) want to stay concentrated and are trying to avoid getting hit as much as possible. Rage classes revel in the pain and bloodshed, so it make them stronger.
Mechanically, shields allowing rage to continue to generate would allow far more to be generated at a time than intended, since they act as an effective stamina buff. Rage classes are balanced around requiring well-timed healing to counteract huge damage instead of just spamming a huge bubble on them every 15s. This risk means that they can generate huge rage but must be at greater risk to do so. Many high level tanks will wear gear that leaves them more vulnerable to damage so they can increase rage generation. They even have special talents to aid in rage generation when their damage avoidance abilities such as block and dodge occur to prevent avoidance from negatively affecting it.
Something I dont know about, but plays an important part of this argument, is how Power Word Shield affects avoidance like dodging, blocking, etc. Afaik the shield takes priority, but I cant say for sure.
