And I can see how the “buyer” and “seller” in this scenario would both be confused with each other if there is miscommunication based on the above. Those terms are in quotes since the roles were never discussed beforehand. Without that discussion, one is more like a service receiver and the other a service provider.

I think rules should be more explicit. Payment is payment. And it ought to be negotiated before. A tip is always voluntary, extra, and shouldn’t be expected.
Without such clarification, I can see how a GM could go either way based on their own background understanding of what is appropriate - which may not be appropriate to another GM based on the latter GM’s background.
Clear communication helps everyone.
The service provider clearly didnt negotiate a price, then withold item/mats for gold(extortuon). Its clear breach of octowow rules on their site.
I dont get how gms find breaking these rules okeh because they "think" its fair, what if service reciever tipped 1g instead, does this still give provider a reason to extort for money? Additional what he was extorted for 200g and not 20g is it then suddenly a breach of rules?
Also someone on discord has offerd craft for free, this would make market price 0g no? So.... where we going with this. Rules dont apply and we should simp for gms because else we might get random banned or other things because a gm feels like it?
Dude, we get it, you think the world is black and white and that your interpretation of the rules must be followed. We have heard your opinion, reiterating it 100 times with the exact same argument does not change peoples mind. I am most certainly sure that other GMs has also seen this, and that Kestrel or other admins are aware. Clearly they dont agree with your take. At this point I am going to refer you to another part of the rule book:
Treatment of Staff
Please refrain from insulting or attacking our team, regardless of if you agree with their decision. Abuse of our team will not be tolerated and may result in account closure.
Going into the ban appeal where we have a known bigot talking shit and again trying to slander the GM is just disrespectful.

I would like to hear what the community thinks about this situation.

I needed Nightfall crafted and gave Duskii all the required materials. No crafting fee or price was discussed or agreed upon beforehand.

After crafting the axe, the handover stalled. During the conversation, Duskii himself stated:

“we didnt discuss a price”
“was just gonna take what you tip”
“I usually charge 30-40g”

I told him that he had never mentioned this before I gave him the materials. Eventually I left the group and told him to do what he felt was right with the axe.

He then mailed my Nightfall to me with 20g COD.

I contacted GM Ulisees because my understanding of the OctoWoW rules is that a price should not be imposed after a transaction has already taken place.

The GM's position was that I should have asked about the fee beforehand, and therefore treated the situation as my mistake.

I completely accept that asking beforehand would have prevented the situation. However, that works both ways: if I cannot assume the craft is free, how can the crafter assume I agreed to pay a price that was never communicated to me?

I'm not arguing that Duskii should have been forced to craft Nightfall for free. My issue is specifically that he accepted my materials, crafted the item, and only afterward introduced a price.

I've attached the complete conversation with Duskii and my subsequent conversation with the GM so people can judge the situation for themselves.

Do you think the GM handled this correctly according to OctoWoW's rules?
TIp - it's tip. You can give it or not, it's your choice. So crafter is not right in any case, since he literally wrote "tip". No matter what item created. GM also acting strange if you really give ALL materials for craft. Just destroy item and give materials back to you. That's all, conflict ended, everyone stay with their own (and spend a little time, but again, both side spend same amount of time).

Did this person get their item back? Seems a bit crazy to allow someone to have their item held hostage under the circumstances.
