Revert the BG exp nerf

BGs are mostly dead in the leveling brackets.

Fully (or partially) revert the exp nerf.

And while we are at it allow people to toggle warmode on/off. The 'reward' for warmode is warmode itself. Doesn't make sense to limit it like the other challenges that have a reward for going from 1-60 with it on.

I do feel it got killed a bit too much, it was fun to break a bit of leveling with some BGs but now its pretty low activity.

I think in general the leveling BGs are going to be rough until the DDOS ends. It's not really worth it to queue up knowing you could get disconnected then be left with deserter.

The amount of XP rewarded for the time invested is still pretty decent and does seem to be above questing. But yeah if you're just sitting in town waiting on queues it's going to blow, would recommend going out and questing/grinding in between queues.

BGs in vanilla never provided XP whatsoever. So I mean, it's worth taking that into consideration. BG experience when added to Turtle / Octo was never designed to basically replace other forms of leveling, and it was definitely getting to that point with the XP rewarded.

I wouldn't really support reverting it for the sake of balance, and I don't think buffing it by 10-20% would really increase people signing up. Just my two cents.
