First I'd say that I do think this is a valuable conversation to have regardless of the specifics of the incident and I apricate that you have brought it to the community on the forums.

I was a bit concerned about the account warning, but have confirmed that it was added to the account at the same time as the mute was in accordance with our moderation guidelines and not added retroactively as retribution.

Our moderation guidelines do currently use these warnings to keep track of repeat offenders, but perhaps it would be best if we moved to more of a less visible back end flagging system. Personally I think the warnings add some transparency but open to other thoughts as well.

I also do think that this incident is very much on the fence enough and unintentional enough to warned removing the warning so I have done so.

tl;dr
Imo: Displayed account warning is good. Joke was bad for /world, but I think it would be enough to just say "it's bad" from GM, without mute.

I think account warning should be visible to player. It's like reminder that might help keep overly emotional/humorous players from speaking out too much in /world. About those says about naga, well, personally I see there direct reference to current events in Spain and/or global immigration problem in general. According to the game's lore, there are refugees in Alah-Thalas, refugees from plaguelands, orcs are literally immigrants at Azeroth due portal, etc. Nagas in Zoram are not immigrants, it's irl reference for sure. If my country had refugee problems, I might even be offended by such humor. Especially if someone in my friends/family suffered from immigrant misconduct.
