I'm having the same issue, I've turned off my Norton 360 protection and allowed it but still getting the error. Did you find a fix for the issue?

Moving folders can sometimes trigger Windows to lock them down as read-only. Right click your main OctoWow folder and select Properties. At the bottom under Attributes, look at the Read only checkbox. If it has a checkmark or a solid colored square, click it until it is completely empty/blank. Click Apply, select "Apply changes to this folder, subfolders and files", and click OK.

Let me know if that helped you.

My Octowow folder is indeed marked as Read Only, but even though I clear the box, click Apply and Okay, the very next time I open the folder Properties again the box is marked once again.

When you start the launcher, click on Tweaks at the top and make sure that "Large Address Aware" is unchecked. That helped me get past the issues that I have been having.
