  This item as well as the Hydracoil Spaulders, Hydracoil Trousers, and the Larnaea Skull trinket are part of an elemental leatherworking set you can learn from completing the "Skills of an Unknown World" Quest line
  There is a 4 piece set bonus that reads
  2: Reduces the cost of Fire, Nature, and Frost spells by 4%
  3: Your critical strikes with spells increase damage done by your Fire, Nature, and Frost spells and effects by up to 75 for 6 seconds
  4: Dealing damage with Fire, Nature, or Frost spells has a chance to blast the target with a tricolored spell, causing 100 Fire, Nature, and Frost damage simultaneously
  After a couple hundred spell casts on a target dummy the 4-set bonus seems to have about a 15% proc rate, or about 1 in 6 casts
  Interestingly, the damage can proc off of the shamans frostbrand weapon imbue, but not flametongue weapon or any kind of weapon effect like alcors sunrazor or the stormfist
  I would be interested to know if it can proc off of rogue poison
