How will these chats be conducted? Through world chat or in some other way?

Just wanted to get some clarification from the dev team about the upcoming PTR plans.

1. Will there be an option to get instant level 60 (usually done through an NPC dialogue)?
2. If yes, will there be an option to get pre-BIS gear as well?
3. How many raids will be open for testing?
