I don't see the issue here. People that like playing on PvE and that are already playing on PvE will stay on PvE. People that are interested in PvP realm which are not playing at the moment will go to PvP realm. Pvp realms seem to be lower population, seems like majority doesn't like PvP so thats ...

IMO i'd play on PVP realm in the current state of things, the people I know want to play as well. For me, there is no point in starting a character on PvE realm since I don't like those kinds of servers in general.
