Here's what worked on Linux Mint:
Bottles -> new Bottle (gaming)
Runner: Soda 9.0.1 (default)
Download windows installer
Click "Launch Executable" select the installer
The installer ends and never runs the launcher.
Click add Shortcut
browse to: *whereeveryourbottleis*/drive_c/users/steamuser ...
