Just my 2 cents, Tel'Abim also had a really low pop. The boosted rates only made it worse imo. Since we already have permanent rested exp bonus(on top of WoW not being hard to get 60 quickly in the first place) if you double that there will be nobody below 60 and anyone coming to the server will be ...
