Changed the default bar offset Y to 20 px

Created a new threat nameplates addon for OctoWoW. This shows a threat percentage bar above each nameplate's health bar. The bar grows from 0% to 100% based on your threat level against that unit, with colour coding from green (low) to red (aggro).

I've fixed the outdated "Kui-Nameplates" addon. This now works with OctoWoW. I've added nothing to this and only fixed some errors causing it not to work.
