PVP players want to play PVP. Most of the PVP players do not want to spend a month playing boring leveling simulator for 50th time in their life.
So x2 xp would be a good change

I've just checked and there are only 45 players from 30 to 50 lvls on alliance online. I assume that the situation is similar on horde side. How increasing PVP xp is going to help if there are no players to kill?
Server population increase to healthy 1k+ online must go first, and only then some balancing around 'less xp from solo leveling and more from PVP' can happen

And how should they do this? Kidnap people and force them to play?
Give them some ideas to actually get more pop, because: "GET MORE POP" is not something you can work with.
