I'm not following. Why is this even up to a debate? Why does this require reasoning?
PvP server is called that for a reason. And that reason is, apparently to the surprise of many, cross-faction PvP being always active, whether you like it or not. Otherwise what the hell is even the point?
Well, on 'basic' PVP realm you cannot start a fight with a character when he did not enable PVP and is currently in one of his faction's locations.
The point of 'constant Warmode' is to remove this option, so when you hit 60, there is no safe zone for you.
There may be pros and cons for that for different players, but I believe that for PVP minded players there are way more pros than cons.

I agree with the reasoning but not the solution.
Imo, healing Bosses/Faction NPCs in PvP combat should automatically flag you for PvP. Issues regarding Opposing players utilising/abusing WM off to setup/prep for incoming invaders can be offset by implementing an activation CD (eg. 2 mins) and a cooldown CD (eg. 15 mins (timers = BG prep time and deserter debuff)).
Despite the existence of Faction leaders, cities have always been sanctuaries and, imo, should remain as such regardless of level. Just the idea of having things like summons, BG pops, crafting etc. interrupted by invading players without any protection already sounds irksome.

Understood. On Tel'Abim, one indeed could not attack others, unless it was Contested Territory.

Turtle team knew of this bug (not flagging for PVP when healing NPC that is engaged in PVP combat) and never managed to fix it. I suppose it's not that easy to fix.
Also you can wait for BG queue inside PVP room in SW and Orgri.
If a player wants a safe gameplay, he can simply join a PVE server and have 'regulated' PVP on bgs, or in the open world vs those players, who agree to do PVP. Such 'sanctuaries' always broke the WPVP gameplay experience. There is no real reason for them to exist on a PVP server.

When is the pvp realm going to be launched? I can't find any information about it.
Otherwise I agree with everything that was stated here. I just don't have an opinion on the first point because I don't know turtle items that well. And I've always enjoyed improvising with dung items etc. for PVP

They told that they are going to launch it in June. So probably later this month.

I will Add some Suggestions :
1) Slightly increase the silver rewards for trading in Marks. Something like 1 gold for every 3 Marks would seem more than enough to me.
2) Why not add items that can be purchased with Honour Points (at least if they keep the 1.18.1 system)? Cosmetics, more mounts, perhaps crafting materials for professions, or other items. Because once you’ve bought all your PvP gear, Honour Points might as well be put to some use.

Perma 60 warmode might be pretty fun. But only if they fix the security of some of the towns/cities and even out how easy/difficult it is to invade alliance/horde locations.
Stormwind is a complete joke to invade, you can just kinda walk in through stormwind vaults, harbors, from northwind. Too many ways to invade it. I think orgrimmar only has like 2. Should at least fix the stormwind vault thing. Or at least add more ways to get into org
Towns like morgan's vigil have basically 0 guards. This is fine if its consistent across towns, but its not really lol
Its stupid that Redridge and Duskwood are contested zones, but there's no horde alternative so alliance can gank them

closest is stonetalon but who cares about that.
Make southern barrens a "contested zone" so they are flagged there kek. Otherwise horde can get really high level without worrying about pvp at all
Also on another note, neutral towns where the guards can be bugged or abused. If there's gonna be pvp in those towns, its lame af if one person is abusing the guards to kill you. For example, in Nordanaar. Guards there should probably be reworked or something

Well for SW being very easy to invade there is no easy fix, I suppose. Maybe adding more guards in all the unguarded locations inside SW can do it vs solo gankers and small groups though.
Neutral guards are goblins, and that's a big problem for alliance not in towns, but on zeppelin towers. Horde can enter alliance ships and kill all the guards with no consequences, but if alliance tries to enter zeppelin and kills a guard - we get a reputation drop with all 4 goblin towns.
There many other issues that should be fixed, there are class balance issues too..

Ya my suggestions are nitpicks in comparison. class balance is the big issue ofc. Its probably gonna be difficult to do, especially at the speed of phases their roadmap says, but there's probably some easy fixes to be made.
But ya, your suggestions are based. hope they add them
