Wouldn't it more sense to disallow Need rolls on BoEs?

Come to think of it, I've been in groups where players need rolled on items because they wanted disenchanting fodder. And of course, there are players who believe themselves entitled to roll need on behalf of alts.

I thought the difference between Need and Greed roll was if you want the item for upgrading your character equipment (Need), or monetary gains (Greed).

Isn't that the consensus?
