It's a change that is fixing a problem that didn't exist. Enough of those types of changes and you get something that sounds like it makes sense on paper but doesn't feel good anymore. People liked what twow was and "fixing" all these "problems" that nobody had an issue with is inelegant and doesn't serve the devs or the community. The weirdness aspect that you're talking about is exactly one of the kinds of things that made Tauren shamans interesting, it's a quirk, there are a lot of them. Weird is interesting, asymmetry is interesting, it's literally what makes classic worth playing over something like retail where everything is designed with a cookie cutter.
I agree with you in principle, but I don't think this particular case holds up. It'd be like if orc shamans started with their water totem unlocked, with no explanation, and still able to do the quest at 20 for no reward. Or if dwarf warlocks started with the felsteed unlocked.
The game should have friction, and it should have quirks, but that doesn't mean you should never fix things either.
