Just coming in from the side here to point out that there are people who want that. Like someone's position may not be "I want to force you to play the same way" but "I want you to leave if you don't want to play this way." As in, many people are aware that their opinion may be a minority, and they are fine with a smaller server that directly is supportive of that away from what "the majority" cares about.

I'm not specifically critiquing the content of either position here, just that your statement there seems to only make sense from a perspective where a minority is dependent on a majority.
The minority most definitely is dependent on the majority on a 2k pop MMORPG server relying solely on anonymous donations.

I'd wager that ~0% of the current concurrent players would be willing to take a considerable amount of player drop-off based on catering to the ignorant few who get their entire day ruined by seeing one lowbie being followed around by a high level character.

Take this post for example, thousands have viewed it, an overwhelming amount doesn't care enough to cast their vote, but within the ones that do, pro boosters are 2:1.

All I'm pointing out is that plenty of people do not share this opinion and either see it as there being more people like them who will show up eventually, or would be fine with an 800 pop server. Keep in mind that when you are talking with people they make take such a position and not feel the need to explain it because from their POV it's the obvious thing to want.

I think too rigid a ruleset is never a good idea.

The ruleset is fine as it is now, i dont really think you should put in some kind of mechanical block against dual box boosting either.

As it is now is the perfect amount of freedom to play how you want to play, not too much and not too little.
