Do I understand correctly that the recent changes regarding boosting have been canceled, and current rules do not prohibit boosting my own alt (for example, by tagging mobs), including on Y'Shaarj?

Half correct.
You are not allowed to boost characters who are on a challenge, including the warmode challenge, which all characters on the PvP realm are enrolled in. You may multibox for non-combat related activities though.
In general we aim to reduce/nerf boosting through mechanical adjustments going forward rather than putting the onus of enforcement on our GM and Moderation team.

I’ve been trying to understand the rules, since there are no concrete examples of permitted and prohibited activities, and I would say that the following statement is correct:
* On C’Thun, without warmode or challenges active, using a level 60 character to help level an alt character on another account of your own is allowed, provided both characters are controlled manually and there are no more than two multiboxed characters in the same zone

Only if you change "C'Thun" to "N'Zoth" as "C'Thun" has all characters on the hardcore challenge.
