Rallying Cry of the Octopi

I'm proposing an idea for a new World Buff that would be on a 2 or 4hr automatic timer to disperse within Major Cities.

Ideally this 'Rallying Cry of the Octopi' would have 1/2 the stats of an Onyxia or Rend buff but would feel like a chunky DPS increase for players, I see this as something to encourage players to come visit their capital city, handle repairs, sell trash, snag their buff and go back into the open world instead of lingering around.

World Buffs as they are are simply tools for dungeon clears, farming, levelling as is and get dispelled in raid.

This would also be a good move in light of any boosting changes to mob tagging etc the team plans on rolling out.

Setting a timer for an exact period for people to come back to the city would affect the natural flow of their levelling and would probably cause a decent amount of server strain if it becomes something lots of people habitually travel to do all at the same time in the places that are already disproportionately concentrated with players.

If anything the question is how to get people OUT of the cities and INTO the world.

Here are the approximate different ways to 'level'

1. Mob Grind
2. Quest
3. Mob Grind + Quest
4. Dungeon
5. Battlegrounds
6. Combination of all of the above.

Leveling in this game is only 'linear' because the XP bar goes sideways.

There isnt a 'natural flow' when you have a choice to do whatever you want, and atm the supposed 'natural flow' is shifting players to level in Battlegrounds (even with the recent nerf to BG XP it still seems to be the fastest and most efficient way to level)

As far as server strain, if your pop cant handle an influx of people into the capital city it sounds like there are far bigger problems and Octo shouldnt be open access lol. If having it on a timer is a problem, then make an NPC where low level characters can turn in resources in some kind of 'qiraji war effort' esque situation. This would promote more collaboration at lower levels if they want the buff, in a similar way 60s have to come together to kill Onyxia. There are 100 ways you can spin it.

The Midsummer Firefestival operated in a similar manner when you complete a questline everyone in the major city would get a +stam buff for an hour.

I believe a change like this would encourage more open world farming, grouping, and people leaving the cities quickly and or not sitting in BGs all day.

The fix for BGs is to just lower the BG exp reward. You don't need to buff questing if questing already generally works on most servers, you just need to balance BGs so they have a more reasonable income of exp comparable to their convenience.

The 'natural flow' of questing is you go out into the world and you kill and quest and dungeon and when you have gained enough levels to buy abilities or filled your bags with loot for the auction house/bank/professions you head back to the city, handle your business, and head back out to the frontier. Levelling folks already have a cadence of going back and forth to the city.

And idk if levelling folks will contribute for a world buff they might not even be there to receive.

This isnt a significant change to 'cadence' for the same players who might opt out of receiving the buff
or vice versa, the idea that adding an extra step to their 'cadence' is moot if they are going to be spending more time in the world, and or arriving/leaving the city by virtue of the game itself. If you get the buff cool, if you miss it.. come back later.. youre going to anyways.

Theres no point in scrutinizing the delivery method, it can be shifted to any means to make it feasible.

world buff for killing opposing faction city capital city leader. happens in 5 minutes in home capital city after slaying opposing faction city leader. dont know what to call it or what effect it gives. i did all the hard thinking yall can come up with the frilly nonsense flavor

If it's insignificant enough to not be worth going back to the city to get on cooldown then it's insignificant enough to not have the effect you want it to have. There's no need to add systems that change nothing and effectively function the same way the existing world buffs already work.
