World Buffs Across All Capital Cities

I have no idea if this is even possible.
It would be really cool to have the respective World Buffs go out across the capital city of each faction. Not just Stormwind and Orgrimmar. Let the denizens of Ironforge, Darnassus, Underctiy, and Thunderbluff also benefit from the world buffs. This will help drive people to those cities, make the world feel more alive and I'm sure there would be many more added benefits.
That's my suggestion, when someone turns in a world buff have it buff everyone in that faction's respective capital cities.
