This seems like a niche talent that are a waste of space and offers no practical utility. Maybe replace it with [Focused Fire] from the TBC talent tree?
It's useful for solo farming and also to do DoT snapshotting for the scorpid but I do agree that the damage boost is unnecessary so they could make EotB last 2 minutes by default and put a new BM-centric talent there.
That said, the BM talent tree is bloated and needs a reduction of points while keeping the same overall boost. There's a lot of talents with 5 maximum points like Ferocity or Frenzy and the second-to-last row has three nodes with a total possible of 9 points, something no other spec has. Reducing Ferocity and Frenzy to 3-point talents (e.g. Ferocity gives 5 > 10 > 15% crit per point) could help a bit. Frenzy in particular is a talent that is never fully invested in any version of WoW, official or not, before Cataclysm.
