Wildhammer Quartermaster

I started farming reputation with the Wildhammer faction, and came to realize that the quartermaster in Hinterlands only show a few items. Like (Beaky, Wildhammer Tabard, and the mounts). The other items are currently not showing there. I checked Twow, and can confirm that the vendor "Alyssa Stormbolt" has everything there.
This being said, could this be a 1.17 thing, and it was added a little later. Or is there a way to confirm this in some way?
