Launcher stuck at Update

Hi so I'm quite new at this. Went through and downloaded the game through the launcher (fresh install) and have become stuck at 1.18.1 update. It keeps asking to update but it won't continue.
Things I have tried doing myself:
system restart
adding exception to windows defender
installing the addons listed in the launcher?
