Launcher not working

NOTE: i dont have a client so im installing FRESH
First time i installed the Launcher it says 'update' then i installed the update and after trying to install the client via the launcher it just says 'aria2c exited with code 18' and i uninstalled the Launcher and installed it again but now Smart app is blocking the launcher from even starting.
How can i get the Launcher to work? (
