Hunter: Bestal Discipline might not work correctly

Hi,
If there is a relation between tooltip and real workings, then the 20% cooldown discount for Bestal Discipline isn't applied.. For scorpid poision this should result in 2.4 sec cooldown ( Checked on Turtle Wow ) on Octo it stays at 3 second, in the tooltip..
I have no way of checking reallife cooldown and focus generation..
