Brangar's Journal not working

Brangar's Journal (https://octowow.st/db/?object=2020246) in Grim Reaches has a gold gear wheel, but when I try and us it the item Brangar's Journal (https://octowow.st/db/?item=41974) doesn't become available for pickup. Instead is shows a "no text" on use
