Guild House or Binding the guild tabard to the innkeeper.

Hey everyone, I need some advice. Is it possible to bind the guild tabard to an innkeeper? That was an option on Turtle. When I asked a GM, he was told I could find all the answers with the "Guild Quartermaster." What kind of NPC is that, and where can I find him? Does anyone know the answer?

From my understanding guild tabards will not have this teleport function when the houses get implemented. At the moment it's not possible and there are no guild houses but those are planned.
