"A Profitable Acquisition" cannot be completed.

Good evening.
As the title suggests, the quest "A Profitable Acquisition" given by Kex Blowmaster near Bael Modan in The Barrens cannot be completed. The relevant area, the Bael Modan Digsite, is blocked off and inaccessible to players where it had previously been open on Turtle. The same is true for the area leading out of Amani'alor in Stonetalon.
Please fix, as this quest leads to a quest in Uldaman...And if possible, please also include a way to make the breadcrumb quests that lead back to Kex Blowmaster available again, given originally by Postworker Katya Hastings (along with three other quests) who is not present in the game at the moment.
