IP blocked

Greetings i apologize beforehand if this isn't the right place to post this, but i want resolve this problem.
Right now i know for sure that my network IP its blocked from the server, idk why or how, but it was before DDoS a month ago, and for some reason my network doesnt have a dymanic IP.
I really dont know if this counts as Ban appeal, but Is there any way to reverse this or at least find out how or why my IP is blocked?, again i apologize for inconvenients and I hope this reaches you well.

We do not currently have any sort of server side block against your IP, however our upstream providers likely do. Unfortunately we have no visibility into why or way to directly control that.
Those upstream providers are only engaged when we are being attacked actively, so as these attacks eventually stop that should no longer be an issue for you. Alternatively we are also working with our providers and pushing them as fast as we are able to, to update their filters/blocks to no longer catch some of our legitimate player traffic. Our hope is they get fine tuned entirely this week but we are subject to their response times which have been slow.

the last update is bad my pc thinks its a virus so please fixed this i cant play at all

This is the wrong forum to ask for assistance though. The updates have been fine, the false positives are likely tied to VanillaFixes or something that injects DLLs into the EXE and those will always get flagged by anti-virus. The post I linked goes over creating an exception for the Octowow folder. Which is something we had to do on Turtlewow as well.
