Quest bug

I started the quest chain to increase my sword skill (+5) on the Isle of Battles. After completing the first two quests, the NPC isn't giving me the next assignment. The next quest in the chain should be: "Deliver Rolgast's Burning Eye to Matius the Pure-Hearted on the Isle of Battles."
I cannot pick up this quest; it is unavailable to me.
