Makes no sense for this ring to be worse than BM's repu Sandswept Ring of Arcanum.
idk maybe give it 4-6 Sp more or 1% haste more...

It's part of 2 pieces set. In Kara40 you get second ring Medivh's Hindsight. Then the set is overall worth it... but for now, it sucks. It's one of those items you hoard to make use in the future.
