I can't find a bug tracker on the site. Where do I report problems? Like Rockbiter Weapon tooltip says it lasts 1 hour but the actual ingame buff is only 5 minutes. Or, it's impossible to select any challenges during character creation. How do I know these issues are already reported?

The dev team is currently creating a bug tracking pipeline.
We will look into the Rockbiter bug.

As for challenges, in turtle 1.17 you have to purchase challenge "glyphs" from the glyph vendor in the starting zones.
We will be changing this in the future
