Remove Hyjal Dream Shard equipment and refund players

Similar to the discussions on PvP gear, the Mount Hyjal Dream Shard craftables (Dreamsteel in particular) are of an ilvl to be in parity with BWL gear. This is disruptive to the game in the current progression, as its worse than some of the Cenarion, AQ20 or ZG gear that was added as "catchup" by Blizz later in Vanilla's life cycle, and which are correctly locked out.

This is mostly an issue with mobs giving the mats to craft them outside of Emerald Sanctum when they shouldn't be.

It might be just an issue with Dreamsteel. On release Dreamsteel required a dream scale as a reagent that locked it out. But I think I remember there might have been a change to reduce the material cost of Dreamsteel to make it only require the shard and not a shard+scale. I will have to double check ingame later but if that's the case it messed up the early-phase game.
I don't know how this was handled on Ambershire because I never played there. I'd assume they simply disabled the turnin NPCs for the recipes.

Yeah, Dreamscales should only come from the raid dragons and from the world bosses, but there is a dragon in, I think, badlands that is giving them.
