Portable stable master should be accesible outside of donating

This feature is interesting and useful in both PvP and PvE. Making it donation only means its paid to win, as a player can utilize this to their advantage. If you plan to introduce this please do not make it overly expensive, as it will be necessary for balancing and the added extra stable slots are absurdly costly.
