Arrow recipes and quest redesign

For low-level twinks, it's a pain to dish out large amounts of gold for consumable arrows. Which often has ludacris prices. Namely [Feathered Arrow]/[Exploding Shot].
My proposal is:
Make the quest reward Profession Recipies instead of the actual ammunition as reward.
Alternatively, just give the quest reward projectiles a level req of 30 and be done with it.

Main reason for this is balancing considerations because the arrows has no level requirement (and quest is not repeatable). This is also a nice addition to the Survival profession overhaul (arrow recipes) and I guess bullets for engineering profession.
