[BUG] You cannot pick up some low level Quests

Went from Highelven area to Elwynn and cannot pick up a few quests including several prequisites.
Examples:
Forest Ichor Exchange
The Tower of Azora
I went back to Northshire to double check and it seems those quests are not affected.
