Is the group finder sending you to the back of the Que after someone declines invite?

And if so is this intended behavior? I’ve had it happen multiple times now where I sit in the dungeon que for hours because someone declines the invite and it’ll take just as long or longer to get another group after someone decline and I thought the way it worked was you were back at the front of the Que when this happens. Thanks.
