Raise level requirement to 15, or 10. Would just weed out a lot of trolling and random messages of people hiding behind low level non-committed toons

I agree with this...imo...the world chat level limit should be increased, however I also think that the level limit for other forms of communication should be dropped entirely!
World chat is the channel that gets spammed after all!!

Bumping this again. I think making it so that you have to be at least 10 or 15 is a good idea. And even then, the cooldown to type again should be extended to at least 5 (I would even go 10) minutes to minimize spam, minimize the banter, and force people to only put out important messages.
The compromise should be to bring Trade Chat back to its former glory. Trade Chat would, by default, become the banter and socializing channel, and people would be forced to go to capital cities in order to do so.
