Clarity on languages in World Chat

World Chat has been completely taken over by Russian and other languages.
When advised to use /join ru so they can speak in that channel it was just a bunch of trolling.
We need some chat moderation quickly.
What is the plan for World Chat and chat in general? This language fight will kill population fast.
