It’s quite simple really. It would be a challenge where completing quests would be your only way to gain experience!

Idk if there's actually enough quest exp in the game to hit 60, and if you suggest increasing exp rewards then that just makes it questing but more efficient because it will need to be designed to account for the amount of exp comes from killing the mobs for the quests (plus extras trying to get random loot to proc or fights along the way) as that was always a consideration for how much exp the quests reward. Sometimes quests actually reward more exp through the doing than the turn-in because they're designed to make grinding more directed and less monotonous.

A lot of calculation would need to go into it for something that doesn't really seem to change how you actually complete the game.

There is already a challenge that gives "Hero of Azeroth", Trial of Heroism.
If they create a new challenge it should come with new tittle not the same imo.
