Children's Week is now Once per character?

I believe it used to be a monthly event on TWoW, so that we could collect all the pets. Now it only appears to be available for characters that hadn't previously completed the quest.

I have one character (Rogdog-N'Zoth) that didn't do the final reward turn-in last year, and the quest is not available to that one, either.
