The hearthstone has a problem where it is doing two different jobs, one is critical, the other is invasive.

As a levelling tool it allows you to quickly and reliably return to a nearby inn when you're deep in the wilderness it is critical. If your gear breaks, if your bags fill up, if you run out of food/water (especially for your pet), etc. The stone is an ejector seat and a reset button and always allows you to log off somewhere that gives rested exp so it encourages you to take breaks.

As a travel tool it allows you to be somewhere specific whenever you want to be there which is a lot more powerful and reduces player interaction with the world. However, principally what it is reducing is a journey you would at least have to have done one time in order to set the stone there in the first place, it has an hour's cooldown to do it, and it only deletes half of the journey because if you hearth to the capital from the frontier you will have to journey back to the frontier, and if you hearth to the frontier from the capital you'll need to secure transportation back home.

If you want to advocate for two systems, one that hearths to designated nearby inns from local zones, and one that allows more specific travel, that might be doable, but fundamentally I don't see a problem with either system.
