actionbar: add option to use druid stealth page

Browse Source 
- rewrite pagemaster and integrate it into the actionbar code
- add securestate conditions for prowl on bar 8
- add function to detect druid stealth for vanilla
- manually swap bar to page 8 during druid stealth on vanilla
- add options to enable druid stealthbar (disabled by default)
