`StartItemExport` was in two buckets. It writes a file of its own, so it belongs with the withheld — not with the names measured out for want of a consumer. 45 built + 9 withheld + 4 not ours + 4 measured out = 62, and the `comm -23` already in that section is the check: the seventeen it prints are exactly the last three rows.
