imo bad rule for pvp server. but more importantly if u implement a rule its kinda nice to atleast give a warning first in first week of violations so people will actually be informed about said new rule.

All the references OP brings talk about the same issues with shamans.
Don't pretend this issue doesn't exist in other form for other classes. There counters against the paladin which hard counter it easily either because of burst (elemental shaman, arcane mage) or because it attacks the classes ...
