I have the exact same issue. The launcher just restarts. I also downloaded the torrent version, and it does not work either.
I've got exactly the same issue. (To any devs that might read this, I'm not mad or anything, I know you work hard and I thank you for all your efforts)

When you start the launcher, click on Tweaks at the top and make sure that "Large Address Aware" is unchecked. That helped me get past the issues that I have been having.
Hey! That actually solved the Launcher being stuck on the Aria2c Error loop.
Moving folders can sometimes trigger Windows to lock them down as read-only. Right click your main OctoWow folder and select Properties. At the bottom under Attributes, look at the Read only checkbox. If it has a checkmark or a solid colored square, click it until it is completely empty/blank ...
The launcher is telling me an update is available, but as I click the Update button I receive a message saying "Error: aria2c exited with code 15" and the launcher asks me to click Retry to verify game data, but from there it loops back to saying an update is available.
