Mine works, but I had to adjust the images slightly to they wouldn't cover the portrait. Not ideal but much easier to discern elites from regular mobs now.
Not sure what steps you've taken but make sure extracted folder is renamed " pfUI-eliteoverlay " and then drop it in /addons as its own addon ...
