The exact info will be available eventually. As many are new here this feel worth re-iterating, you are playing a Beta server. Changes are happening daily and at a rapid pace. Until things settle down (which they have already started to greatly) we will not be posting consistent or thorough ...

I don't believe players should be punished for pvp , but ...

We will be disabling this debuff on the next restart due to the potential issues around city raids triggering this debuff.

Even if you go back on this 'fix', the damage has already been done. It's going to be difficult to change people's opinions of this server after something like this.
