World chat can be moderated by people individually. There are options people can use to solve themselves, like ignore, leaving world chat, or profanity filters, etc. There shouldn't be a slow mode imo. Just spam protection and that's it.

Dungeons shouldnt be spammed for xp. it should be an enjoyable experience once or twice for some quests and decent rewards.
