Are rarespawns bugged due to DDOS?

I have been camping a rare spawn for well over 12 hours and have it confirmed from experience and multiple sources the spawn is on a 12 hour timer. Is it possible the ddos has effected rare spawn timers or am I trippin?

They added a variance to many rare spawns that didn't seem to have it before. I don't recall which patch it was. I know they didn't list which mobs they changed, but the respawn can be anywhere from +/- 30% for the affected rares.
